The Committee on Judiciary moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

A BILL to amend and reenact the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §33-11B-1, relating to the creation of the Air Ambulance Patient Protection Act; declaring that an air ambulance service provider who solicits air ambulance membership subscriptions and charges membership fees, is an insurer and shall be regulated by the commissioner; requiring a valid license to solicit or sell air ambulance membership agreements or subscriptions;  providing for rulemaking by the commissioner; providing for severability; and providing an internal effective date of July 1, 2021.
